Why this trim lands on the exact frame
A video file is not a stack of complete pictures. Most frames only store what changed since the last full picture, called a keyframe, and keyframes are usually a couple of seconds apart. That is why a quick trim that copies the file without re-encoding it can only start on a keyframe: ask it to start at 0:12.40 and it quietly starts at 0:11.00, or at 0:14.00, depending on the tool.
This trim re-encodes the part you keep, so it starts and ends on the frame you picked. The cost is a few seconds of processing rather than an instant copy, and the part you keep is encoded at a high quality target, so it looks like the original.
How long each platform lets a clip be
The most common reason to trim is a length limit on the other end. These are the ones people meet most often; each platform changes them now and then, so check its own upload screen if you are close to the line.

Does trimming reduce video quality?
Not visibly. The kept section is re-encoded at high quality and at the same resolution, up to 1080p on the free plan.
Can I trim the middle out of a video?
