Cutting an MP3 and keeping it an MP3
MP3 is the universal audio format. It is lossy, so it throws away detail you are unlikely to hear, and in exchange the file is small enough to email and playable on absolutely anything.
The output format is set to MP3 before you start, so what you download is the same kind of file you uploaded: nothing downstream that expects an MP3 has to be told about a new format. MP3 already plays everywhere, so this is the right output for sharing as well.

Before you cut an MP3
Converting an MP3 to WAV makes the file about four to eleven times larger (from 320 kbps down to 128 kbps sources) and restores nothing: the detail MP3 compression removed is gone for good.

Will it stay an MP3?
Yes. The output is pre-set to MP3, so the cut file downloads as MP3. You can change it to another format in the panel before exporting.
Does cutting an MP3 lose quality?
The part you keep is re-encoded once at a high quality target, so it is not bit-for-bit identical, but it is indistinguishable at normal playback. Editing the same file over and over will eventually show, so keep your original.
