When 24fps is the right frame rate
24 frames a second is what cinema has used for almost a century, and it is most of why footage "looks like a film": motion carries a little blur between frames instead of looking glassy.
Going down to 24 drops frames rather than blending them, so fast pans shot at 60 can look slightly steppy. It suits talking heads, landscapes and anything graded to look cinematic.

Will 24fps make my video smaller?
Somewhat. Fewer frames means less to encode, so a 60fps source converted to 24 usually comes out noticeably smaller at the same quality setting.
