Trimming a WebM and keeping it a WebM
WebM is the open, royalty-free container built for the web. It is what most browser-based screen recorders produce, and VP9 packs the same picture into noticeably less data than H.264.

Before you trim a WebM
A WebM straight out of a browser recorder often has no duration in its header, so players show no length and cannot seek. Converting writes a complete file with a proper duration.
iMovie, the iPhone Photos app and many editing tools will not import WebM at all, so it usually needs converting before it can be edited anywhere else.

Will it stay a WebM?
Yes. The output is pre-set to WebM, so the trimmed file downloads as WebM. For MP4 instead, run the result through the WebM to MP4 converter.
Does trimming a WebM lose quality?
The part you keep is re-encoded once at a high quality target, so it is not bit-for-bit identical, but it is indistinguishable at normal playback. Editing the same file over and over will eventually show, so keep your original.
