Resizing scales the whole frame, nothing is cut off. If you need a different SHAPE (landscape to vertical, widescreen to square), that is a crop: the frame edges have to go somewhere. For a platform switch you usually crop first to the target aspect ratio, then resize to the exact pixel size.

That is a crop, not a resize: crop to 9:16 to change the shape of the frame, then resize to 1080 x 1920 if you also need a specific resolution. Our crop tool has the 9:16 preset built in.
