FLAC compresses audio losslessly: it typically halves the size of a WAV with every sample recoverable bit for bit. Excellent for archiving, awkward for sending, and unsupported by a lot of consumer playback hardware.
The practical problem: Not supported by many phones, car stereos or upload forms. Still several times larger than an MP3 of the same recording.

FLAC to MP3 is a re-encode, so a small amount of detail is lost. At the default quality level the difference is inaudible on speech, and for music it stays well below what typical playback gear reveals.
