DV is what came off MiniDV tape over FireWire: a fixed 25 Mbit/s stream at 720 x 480 or 720 x 576, interlaced, with no variable bitrate at all. Thirteen gigabytes an hour whether the frame is a blank wall or a football match.
The practical problem: Constant 25 Mbit/s makes DV files enormous relative to their standard-definition picture. Interlaced fields show as combing on any modern screen. Phones, browsers and current editors do not import raw DV.
MP4 solves that. Plays natively on every phone, browser, TV and editing app with no extra codecs. Every upload form accepts it, from YouTube and LinkedIn to Slack and email. H.264 keeps files small enough to send while still looking sharp at 1080p.
DV captures run about 13 GB an hour no matter what is on screen, and they are interlaced, so they show combing on any modern display. Converting to MP4 shrinks the file enormously and produces something you can actually upload. The picture stays standard definition: no conversion can add resolution that was never on the tape.

Converting re-encodes the video, so it is not bit-for-bit identical. We encode at a high quality target, which keeps the result visually indistinguishable from the DV on normal viewing. Converting the same file back and forth repeatedly will eventually show, so keep your original.
