TikTok is vertical-first: 9:16 at 1080 x 1920 fills the screen edge to edge. Upload a landscape video and it appears as a small letterboxed window in the middle of the feed, which is the fastest way to lose a viewer in the first second.
The interface eats into the frame. The caption, sound name and the button rail sit over the lower and right edges, so keep captions and key detail away from the bottom third and the right-hand strip.
If your source is a screen recording or a widescreen interview, crop to the part of the frame that carries the message rather than shrinking the whole picture into the middle of a vertical canvas.

Cropping changes what is inside the frame by cutting the edges away. Resizing keeps the whole frame and changes how many pixels it is drawn with. Going from a landscape recording to a vertical post is a crop, and something has to leave the picture.
