When to rotate a video 90 degrees anticlockwise
Anticlockwise, also written as 270 degrees or "rotate left", is the quarter turn to use when the top of the picture is currently on the RIGHT of the screen. It is the other half of the sideways-phone problem, and picking the wrong direction is the most common reason a second rotation is needed.
Which one you need depends on how the phone was held, not on which phone it was. Look at where the sky, or the top of somebody’s head, is sitting: if it is against the right edge, this is your page.
As with any quarter turn the frame turns too, so a landscape clip comes out portrait. Nothing is cropped.

Is 270 degrees the same as rotating left?
Yes. Rotating 270° clockwise and 90° anticlockwise land in the same place; different tools name it differently.
I rotated and it is still wrong. Now what?
You turned it the wrong way, so it is now 180° out. Apply a 180 to the result and it will be upright.
Will the picture be cropped?
No. Rotating turns the whole frame, so a quarter turn swaps the width and the height rather than cutting anything off. Flips leave the frame exactly as it was.
