How a fade to black differs from a crossfade
In a fade to black the two clips never mix. The first one darkens quickly to a black frame, and the second then rises out of that black over the rest of the transition. Editors call it a dip to black. At the half way point you are looking at the second clip at about a third of its brightness, and none of the first.
That moment of black is the point. A crossfade says the two shots belong together; a fade to black says one thing has finished and another is starting. It is the usual way to end a chapter, mark a jump in time, or separate an intro from the main video.
The sound does not go silent with the picture: the first clip's audio fades down across the transition while the second's fades up, so the join is smooth to listen to as well. Lengths are 0.25, 0.5 or 1 seconds. Black needs time to register, so one second usually looks best here, which needs both clips to be at least two seconds long.

Does this fade out the very end of the video?
No. The fade to black goes between clips, at each join. The merged video starts on the first frame of the first clip and stops on the last frame of the last one.
Is a dip to black the same thing?
Yes. Dip to black is the editing name for a fade to black between two shots: down to black, then up again.
Why is the fade out faster than the fade in?
That is how this transition is drawn: the first clip is gone in roughly the first fifth of the transition, and the second takes the rest of it to arrive. It keeps the black moment short, so the video does not feel as though it has stopped.
