Where you cut matters more than how precisely you cut
Audio is less forgiving than video. A frame either side of the right point is invisible in a picture and audible in sound: cut mid-word and you get a click, cut mid-breath and the join sounds like a splice even when the timing is perfect.
The two safe places are the moment before a breath and the moment after a word ends, both of which are short quiet gaps. If you are cutting speech and the join still sounds abrupt, the usual cause is that the room tone stops dead rather than that the timing is wrong, and leaving a fraction of a second of silence at each end fixes it.
For a long recording where you are removing several sections rather than keeping one, cutting by transcript is faster and lands on word boundaries by construction, because you are deleting words rather than guessing at timestamps.
MP3 or WAV: which to download
The cut can come back as either, and the right one depends on what happens to the file next.
MP3 throws away detail the ear is least likely to miss, which is why it is small. That is fine for anything that is finished: a clip to share, a ringtone, a snippet for a post. It is the wrong choice for a file that will be edited and exported again, because each MP3 encode throws away a little more, and the losses add up.
WAV keeps every sample, so it is the one to take into another editor, a transcription or a mastering step, and it is roughly ten times the size.
