Why a recording comes out too quiet
Most quiet videos are quiet for one of three reasons: a laptop microphone a metre away from the speaker, a phone recording a room rather than a person, or a screen recording that captured the system audio at a low level. In every case the sound is there, it is just small.
Turning it up raises everything by the same amount, the voice and the background hum together, so a clean but quiet recording comes out clean and loud. A noisy one gets louder noise too; that is a job for noise removal, not volume.

Questions about change video volume
Will it make the sound distort?
Not at 150%, and rarely at 200%. The gain is applied evenly with no limiter, so a recording that already peaks near full scale can clip when pushed to 300%. If a loud part crackles, choose a lower level.
Does it change the video too?
No. Only the soundtrack gets louder or quieter; the picture is rendered as it was, and the result is an MP4.
