Landscape 16:9 is the safe shape on X: it plays inline in the timeline without cropping and expands cleanly when someone taps it. 1280 x 720 is plenty; 1920 x 1080 works and simply weighs more.
Square 1:1 also performs well in a timeline that is mostly text, since it occupies more vertical space than a widescreen clip without looking out of place.
X re-encodes uploads aggressively. Give it a clean, well-lit source rather than a file you have already compressed hard.

Cropping changes what is inside the frame by cutting the edges away. Resizing keeps the whole frame and changes how many pixels it is drawn with. Going from a landscape recording to a vertical post is a crop, and something has to leave the picture.
