How small do you need it?
Compression is a trade you control: the smaller the target, the more the encoder has to throw away. Pick the target based on where the video is going, not on a percentage.
When you need a MUCH smaller file, lower the resolution as well: 720p at a healthy bitrate looks better than 1080p at a starved one.

How do I compress a video for email?
Most email providers cap attachments at 25 MB. Compress at the default level first; if the result is still over the cap, resize to 720p and compress again, or share a link instead of an attachment.
How do I make a video smaller without losing quality?
Re-encoding with a modern codec at a quality-targeted bitrate removes size the original encoder wasted. For big reductions, dropping resolution from 1080p to 720p usually looks better than starving the bitrate at full resolution.
